VoucHGaming 1v1 Counter-Strike: Global Offensive Official Tournament Rules



Rules

Rules are subject to change.

VoucHGaming (VcH) Counter Strike Staff has the FINAL word on all rulings.

These rules are intended to ensure a positive gaming experience for the VoucH community through the facilitation of spirited competitive play, while retaining respect for fellow players. Where the "letter of the law" may be wrong, our VoucH Counter Strike Staff retains the right to uphold the "spirit of the law".

Rules - Short Version

1. There will be 1 player on each team in a locked server.

2. Players will knife for side prior to the match starting.

3. First person to win 3 rounds will move on to higher brackets, the other will be eliminated.

4. CS Leadership and/or appointed members will referee the matches.

5. Good sporting behavior and mutual respect is required.

6. You may only sign up once for the tournament.

7. Have fun.


Rules - Long Version



1.1 Eligibility
The following are required for all participants:

- You must be thirteen years of age or older.
- You must be registered on VoucHGaming.forumotion.com
- You must have no substantiated bans for cheating through VAC or any other Anti-Cheat system.
- You must have no current bans on the VoucH servers



2.1 Alignment of Rules
All VoucH rules and guidelines are in effect for the duration of the event. These include, but are not limited to, conduct, behavior, language, respect, and maturity.

All participants are expected to conduct themselves with the highest standard of sportsmanship and respect their teammates and their competitors for the duration of the event.

No tags will be worn during the competition. Please take your tag off before you join.

2.2 Team Communications
There is no need for teams to communicate with each other during a match. Communications should be directed solely to the match referee.

If there is a need to communicate with a referee, please ask the question in TEXT chat in ALL chat. The referee will then decide upon the appropriate course of action.

2.2.1 In-Game Text
In-game chatter is not allowed. The only time text chat should be used is when contacting a referee

2.2.2 In-Game Voice
At all times: Voice chat will be disabled. Referees will be the only ones permitted to use in-game voice.

2.2.3 Admin Chat
Where possible, players' admin rights to use administrative abilities such as admin chat, shall be disabled.

2.2.4 Match Admin Chat
Referees or other players who would normally have the ability to use privileged admin commands shall not use any private mode of communication (psay) when refereeing or participating in a match.

2.2.5 Mumble
The only third party communication tool allowed during the event will be the official VoucH Gaming Mumble server. Event Coordinators shall offer to place each team into their own respective VoucH Gaming Channel in a special VoucH Gaming Tournament server. All other methods of communication in a private matter is prohibited. This includes and is not limited too Steam, Skype, Teamspeak, X-Fire, Curse, Discord and etc.

2.2.6 Questions/Communications to Referee
During game play: The match referee shall ignore and decline to answer any questions regarding rules interpretation, referee decisions, and questions which are answered elsewhere.

During non-game play: The match referee may answer any and all questions if they so choose.


3.0 Use of Models
Players must use:
- Default models
- Default sounds

3.1 Use of Sprites
Only default sprites may be used.

3.2 CVARs
Client Variables (CVARs), or any other client side settings or applications that would yield an unfair advantage in match play are not allowed. These CVARs include, but are not limited to: any commands that alter weather; alter the effectiveness of smoke/fragmentation grenades; remove or lessen ambient sounds; modify textures to an extent that would yield an unfair advantage; modify lighting to an extent that would yield an unfair advantage; make any solid object or surface see-through or invisible; modify hitboxes and/or player movement in an unfair way. Interpretation of the legality of CVARs is left to the discretion of VoucH Gaming staff.

3.4 In-match Techniques

3.4.1 Map Exploits
Any form of exploiting the map or the use of map bugs to kill or harm opponents is illegal. This includes grenade exploits, and any other form of exploitation.

3.4.2 Keyboard/Mouse Binds
Players are prohibited from binding any action in conjunction with +attack.
Players may not bind "+attack" to "mwheelup" or "mwheeldown" to accelerate shooting weapons faster than they are intended to be.
Players may not use any kind of macro to allow the shooting of weapons faster. This applies to any keyboard/mouse or even a programs that allows you to setup a macro to do so.

3.4.3 CVAR Exploits
A client or server variable that allows for or forces an object to be translucent or invisible is illegal.

3.4.4 Sound Exploits
The toggling/changing of any sound cvar during a match is illegal.

3.5 Right To Examine
All clients connecting to the VoucH Event Server explicitly permit the use of anti-cheat detection applications.

Clients connected to the VoucH Event Server grant VoucH the right to use any application, at its discretion, to examine client CS:GO configurations.

3.6 Server Configuration

3.6.1 Pure Server
The server shall be set to use the setting of sv_pure 2.
All non-standard client/user content shall be ignored.

3.6.2 Server Malfunction or Configuration Error
If an error causes the server to malfunction or otherwise cause the match to be unplayable,

In the first ten minutes of play: The match will be restarted.

After the first ten minutes of play: The match will be suspended and its outcome decided upon by a VoucH Counter Strike Staff member.

3.6.3 Weapons
The following weapons will only be restricted for the duration of the match:

HE Grenade
Flashbang
Smoke Grenade
Molotov
Incendiary Grenade

Weapons can be purchased in the teams spawn at the beginning of the round using the default buy mechanics. Spawns will be locked after 30 seconds, and if players remain in spawns after that time, they will be killed.

3.6.4 Match Configuration
The server will be running an VoucH Gaming specific match config. The match will have a time limit set at 9:00 per round. The in-game server administrators will be responsible for running the configs. First player to achieve 3 wins will advance in the tournament. The other will be disqualified.

3.6.5 SourceTV
SourceTV will be disabled during the tournament.

3.7 Game Recording
The game will be spectated and recorded by an official VoucH match administrator. All players will also be required to record a demo of their game play. Players should start recording demos prior to the beginning of the match. Players should stop recording when instructed to by a referee. Demos must be held for one week in the event of a dispute.

The finals of tournaments will also be live streamed at Twitch.tv/VoucHGaming with a 60 second delay



4.1 Time/Date
The scheduled time/date may not be modified. If you sign up for the tournament but cannot make it, your place is forfeit. All times listed in the tournament schedule are subject to change.



5.1 Location of Tournament
The Tournament will be held on a designated VoucH server. If a server is not available due to technical or other issues, the match will be postponed and rescheduled until such time that the server becomes available again.

5.2 Pre-Match
Those who want to participate in the tournament are asked to be in Mumble no later than 5 minutes before there match, and be in their assigned room at the time of the match starting with 5 minutes of give time before the match is forfeited.

5.3 Server Connection
Upon receiving the server password, all players shall have 5 minutes to connect and log onto the given CS:GO VoucH server. They shall select the team they were assigned.

5.4 Match Start
2 practice rounds will be played, followed by the game restarting and the scores will begin recording.



6.1 Matches
Tournament will be single elimination. The winner of each match will move on, the other will be disqualified. Matches will continue until only 2 players remain. Players should be attempting to hunt down and kill the opposing player at all times. Players should not sit idle for more than 15 seconds, camp, or otherwise stall the game. Referees will advise you of your actions if you do not adhere to this style of play.

6.2 Finals
Finals will consist of the final 2 players.



7.1 - Disputes
Any disputes regarding game play, exploits, cheating or tactics must be submitted to one of the match referees via private message on the VoucHGaming.Forumotion.com forums with proof of the occurrence and a detailed description including the associated times. Disputes must be filed within 12 hours of the end of the tournament. If a player is unsure if something would be considered an exploit or would like more information about who to file a dispute with, they should contact a VoucH Counter Strike Staff person.

7.2 – Sportsmanship
All registrants are required to display the highest standards of conduct and observe common sportsmanship during matches. Name calling, taunting, complaining, swearing, cheating, and temper tantrums will not be tolerated and may result in the disqualification of offending player(s).

7.3 - Penalties
Penalties are broken into two categories, technical penalties and penalties for unsportsmanlike conduct. A technical penalty occurs when the procedures for participating in a match outlined in “Match Procedure” are not followed.

First violation: A warning to the participant.
Second violation: The participant will have two points deducted from their score for that match.
Third violation: The participant will be removed from the tournament.

Note that these penalties can be increased at any point in time based on the discretion of VoucH Counter Strike Staff. You may also be suspended for actions that are not covered above. Ultimately, suspension length rests at the discretion of VoucH Counter Strike Staff and are subject to change at any time.

All penalties will be reviewed to ensure fairness across the tournament by match referees and VoucH Counter Strike Staff.



The Tournament rules are subject to change at any time. If any changes to the rules occur, participants will be notified through the forum on the VoucH Gaming website, through private message or email.

By participating in the tournament, participants agree to be bound by these Official Rules and Regulations and the decisions of the sponsors, which are final and binding on all matters pertaining to this tournament.

VoucH reserves the right to substitute an alternate prize of equal or greater value in the event all or part of a prize set forth above becomes unavailable. No cash substitute or transfer of prizes is available. Prizes are awarded without warranty of any kind from VoucH, express or implied, without limitation, except where this would be contrary to federal, state, provincial, or local laws or regulations. All federal, state, provincial and local laws and regulations apply. Decisions of VoucH are final and binding on all matters pertaining to this Tournament. Return of any prize/prize notification may result in disqualification and selection of an alternate winner. Any potential winner who cannot be contacted by email within 15 days of attempted first notification will forfeit his/her prize. Potential prize winner(s) and their parents/legal guardians may be required to sign and return an Affidavit or Declaration of Eligibility, a Liability/Publicity Release within 30 days following the date of first attempted notification. Failure to comply within this time period may result in disqualification and selection of an alternate winner. VoucH at its sole discretion shall reserves the right to disqualify any Participant from the Tournament if it reasonably believes that the Participant has attempted to undermine the legitimate operation of the Tournament by cheating, deception, or other unfair playing practices or abuses, threatens or harassment of any other Participants, VoucH admins and affiliates.

Shipping: VoucH will not be responsible for any shipping costs, including shipping to the continental US. Shipping details will be discussed with each winner on a case by case basis.

Use of Winner's Name & Information:
By entering, each entrant grants permission, without further compensation, to VoucH and their agents and licensees, to use the entrant's name, information, scores, statements, and submitted material for broadcast, print and promotional purposes in connection with the tournament.

Limitations of Liability:

By entering, entrants agree to release VoucH, and their officers, directors, and agencies from any claim, loss, liability, damage or injury of any kind arising from their participation in the tournament or their receipt or use of the tournament prize.

Winner is responsible for all federal, state and local taxes associated with acceptance and use of prize.

Any and all disputes, claims and causes of action arising out of or connected with this tournament, or any prize awarded, shall be resolved individually, without resort to any form of class action, and exclusively by arbitration. Claims, judgments and awards shall be limited to actual out-of-pocket costs incurred, including costs associated with entering this contest, but in no event attorney's fees. These Official Rules shall be governed by, subject to, and construed in accordance with the laws of the State of Washington, United States of America, excluding all conflict of law rules. If any provision(s) of these Official Rules are held to be invalid or unenforceable, all remaining provisions hereof will remain in full force and effect. To the extent permitted by law, the rights to litigate, seek injunctive relief or make any other recourse to judicial or any other procedure in case of disputes or claims resulting from or in connection with this tournament are hereby excluded, and all Participants expressly waive any and all such rights.

Disclaimer.

VoucH will not be held responsible if for any reason the Tournament is not capable of running or operating as planned due to infection by computer virus, fraud, bugs, tampering, unauthorized intervention, technical failures, or force majeure that, in the sole opinion of VoucH, corrupts or affects the administration, security, fairness, integrity, or proper conduct of this Tournament. VoucH reserves the right, at its sole discretion, to disqualify any individual who tampers with or abuses any aspect of the Tournament, as solely determined by VoucH, and to cancel, terminate, modify, or postpone the Tournament until a later date. VoucH assume no responsibility for any error, omission, interruption, deletion, defect, delay in operation or transmission, communications line failure, or other failure of or related to the software platform on which the Tournament is played, including any injury or damage to participant's or any other person's computer related to or resulting from participation or downloading any materials in this Tournament.

Offer void where prohibited.
